Public Fleet Electrification and Alternative Fuels Deployment

NREL combines analytical tools, an extensive stakeholder network, and regulatory expertise to help public fleets deploy electric vehicles (EVs) and alternative fuels.

Fleet Transition Analysis

For fleets, NREL's engineers and data scientists analyze vehicle telematics and fueling data, as well as electrical requirements to determine which vehicles can most easily transition to electric vehicles and alternative fuels, what charging or fueling infrastructure is required to support those vehicles, and how much the new infrastructure will cost.

NREL legal experts also engage in policy analyses, regulatory compliance assessments, and rulemaking. NREL’s fleet electrification efforts also extend internationally, including analyzing transportation systems to identify the most impactful and cost-effective measures to reduce emissions, such as alternative fuels, micromobility, and public transit.

Fleet Electrification

NREL fleet electrification experts analyze vehicle telematics and fueling data, as well as electrical requirements, to determine which vehicles can most easily transition to alternative fuels, what charging or fueling infrastructure is required to support those vehicles, and how much the new infrastructure will cost. NREL designs customized solutions for fleets that capture the benefits of electrification by applying a suite of analytical tools listed below, an extensive network of stakeholders, and regulatory expertise.

Fleet Deployment Tools

To support public fleet deployment efforts, NREL has developed the following tools including those for the U.S. Department of Energy (DOE), particularly the Federal Energy Management Program (FEMP).

FEMP Federal Fleet ZEV Ready Center

Provides steps to transition to zero-emission vehicles (ZEVs) along with an interactive PDF tracker.

FEMP Zero-Emission Vehicle Planning and Charging Tool

Leverages fueling transactions to predict the best candidates for ZEVs, group vehicles by parking location, and chart transition to ZEVs by year.

DOE U-Finder

Identifies utility contacts and incentive programs to support fleet electrification.

DOE Vehicle and Infrastructure Cash-Flow Evaluation Model

Evaluates the financial case for battery electric buses or natural gas vehicles.

DOE Fleet Sustainability Dashboard (FleetDASH)

Tracks fuel consumption, greenhouse gas emissions, and regulatory compliance.

EVI-LOCATE: Electric Vehicle Infrastructure - Locally Optimized Charging Assessment Tool

Helps users plan EV charger placement and electrical upgrades integrated with cost estimator and dashboard by client.
