Title: Travel Behavior Inventory (TBI) 2021 Transit On Board Survey Pilot

Abstract: This "expanded pilot" of the Transit On-Board Survey was conducted in Fall 2021. The survey collected information about rider demographics, trip purpose, car access and employment status from riders for over 4,000 trips on the two light rail lines and the ten busiest bus routes and two light-rail routes in the Twin Cities region:
• METRO Green and Blue light rail
• METRO A and C bus rapid transit,
• Eight core Metro Transit local routes: 2, 3, 5, 6, 10, 18, 19 (partial), and 21

Three datasets are included:
1. The On-to-Off "o2o" survey data, which includes boarding and alighting locations for a sample of trips on the system. Used for constructing stop-to-stop flows.
2. The Origin-Destination "od" survey data, which includes detailed travel and demographic data from in-person questionnaires completed with a trained surveyor.
3. A dataset for "comparison" of 2016 to 2021, which is filtered to the routes in the 2021 Pilot survey, and only includes a selected set of columns for examining demographic and trip trends. Some survey response values have been slightly adjusted to match across surveys to facilitate analysis.

The correct unlinked expansion factor is "UNLINKED_WGHT_FCTR."

Purpose: The On Board Survey supports development and analysis of the regional transit system. This pilot survey was meant to test the survey instrument (questionnaire), while also providing up-to-date information about transit ridership during the COVID-19 Era. At the time of the survey, many pandemic interventions were in place (municipal masking orders, closed in-person offices) while others had been altered (schools and universities were holding classes in person).
